In 2003, the Family and Youth Services Bureau of the Administration for Children and Families, DHHS, engaged James B. Hyman, Ph.D., Inc. to consult with them in designing an innovative demonstration in community youth development. The PYDSLC is a five-year project that funded nine states to launch pilot projects in a target community. The demonstration has three principal design features: (1) collaboration between the state and a local target community; (2) community engagement of adults and youth; and (3) a set of three "opportunity goals" (opportunities for: positive use of time, positive self-expression, and civic engagement) that guide the project's youth activities.
